Okay... My regular update workflow is

 Bring machine to single user
install (selected) tarballs from binary/sets (I have a script for that)
 reboot
 log in
open xterm, pull it wide to 140 or 160 cols for merges
 su to root
 run etcupdate -al -w <width> -s /path/to/etc_sets
 reboot

The machines in question would all have the same /etc/csh.* files, I=20
use tcsh(1). So the environment is basically identical.

More version dances: My workplace workstation runs netbsd-9 userland=20
from late June, a -current kernel, and pkgsrc xterm v.369 (late Oct).=20
It does not show the tab expansion issue; I am sure when I update -9=20
 userland, it will.
