 I just tried NetBSD-9.99.88/amd64 on an old working server which
 had no issues running ubuntu 20, and observed this bug. Maybe the
 clue is that it too has a igphy ? (My other wm0s tend to have makphy
 or ihphy and don't have this bug.)
