 I would go a different route: provide two ISO images, one small (easily
 fits on CD, does not have any sets on it, but is usefull for recovery
 and emergency repair) and one big (requires DVD, has full sets
 including debug/xdebug).
 
 The small install CD still can be used w/o much effort to install a system
 by either downloading the sets directly onto the target machine, or getting
 them e.g. from a local NFS server.
 
 Finding proper names for them and updating the install documentation is
 the hardest part. Second hardest part may be space issues on ftp.netbsd.org.
 
 IIRC sysinst already recognizes the missing install sets and just deals
 with it, but would need a bit more testing once the real images exist.
