Linux new-host-4 4.8.6-300.fc25.x86_64 #1 SMP Tue Nov 1 12:36:38 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux
Have unzipped img:
[tom@new-host-4 netbsd]$ ls

Successfully copied to USB:
[tom@new-host-4 netbsd]$ sudo dd if=NetBSD-7.1-amd64-install.img of=/dev/sdb1 bs=32k

Using Dell Inspiron 13 (7000 Series)
Dell bios recognizes only 2 boot options: Fedora and Windows

Fedora disk utility reports:
Model: General USB Flash Disk (0100)
Partitioning: Master Boot Record
Device: /dev/sdb1
Partition Type: 0xa9 (Bootable)
Contents: Unknown
You would probably need to try this on a Dell Inspiron 13 (7000 Series)
