This is a vnd(4) problem, not specific to Xen. I suspect this
pullup:
sys/dev/vnd.c                                   1.249-1.254
sys/sys/disk.h                                  1.66

        Avoid netbsd-6 (and prior) vnconfig -l infinite loop with a newer
        kernel, and limit the vnd sector size choices to rational values.

to be the cause of the problem.
