 so that should do?
 
 /etc/ttys has

 constty "/usr/libexec/getty Pc"         vt100   off secure
 ttyE0   "/usr/libexec/getty Pc"         wsvt25  off secure
 ...
 ttyE7   "/usr/libexec/getty Pc"         wsvt25  off secure
 
 /etc/rc.d/xdm stop   hangs...
