My /etc/wscons.conf looks like
...
screen  0       -       vt100
screen  1       -       vt100
screen  2       -       vt100
screen  3       -       vt100
screen  4       80x50   vt100
screen  5       80x50   vt100
screen  6       80x50   vt100

...
so that should do?

/etc/ttys has
console "/usr/libexec/getty Pc"         vt100   on secure
constty "/usr/libexec/getty Pc"         vt100   off secure
ttyE0   "/usr/libexec/getty Pc"         wsvt25  off secure
...
ttyE7   "/usr/libexec/getty Pc"         wsvt25  off secure

/etc/rc.d/xdm stop   hangs...
