The new NPF firewall is not enabled during boot, here are the relevant messages:
Enabling NPF.
eval: /sbin/npfctl: not found
eval: /sbin/npfctl: not found
/etc/rc.d/npf exited with code 1
Note: I mv'd /usr/sbin/npfctl to /sbin and adjusted the rc.d script accordingly
after a suggestion in the mailing list, but the same problem was present before
this change.
At this point the firewall needs to be manually enabled.

Add npf=YES to rc.conf and reboot
