makemandb(8) has been put into the text set, when it should be in the base set.
The reasons it should be in the base set are 1) the utilities that makemandb
replaces are all in base (getNAME, makewhatis, etc.), 2) makemandb is not a
text processor like groff, it is a utility much more like man, which is in
base, and 3) its syspkg is base-man-bin and all base-* syspkgs must be in base
(that's a syspkg requirement).
I've put a higher priority on this than I normally would because it affects the
upcoming 6.0 release.

Not sure, because I always install text.tgz and I saw this while looking at
something else.

Move makemandb from distrib/sets/lists/text/mi to distrib/sets/lists/base/mi.
