 TESTS_SUBDIR is NetBSD-only, which is why I filed this here.
 
 Having TESTS_SUBDIR behave like SUBDIR for non-test subdirs would be
 nice to avoid confusion/bugs.  If that is fixable just by modifying
 atf-run, ok.
