The NetBSD Project
Sometimes I see the following when I have su'ed to root from my user
account and created lots of processes in another session:

lazarus$ su
su: /bin/ksh: Resource temporarily unavailable
lazarus$ ulimit -p

On this particular occasion, was running in the background.
Checking ps, my user account and root appear to be well within limits.
When the number of root processes drops to within my limit, I can su.

See above.
Unknown, presumably some confusion with (e)uid somewhere.
