I've see this issue with new quarterly binaries and I know of 2 things which
can cause this issue:

1. Not all packages exist in the dir. yet (branch symlink updated before all
   binary packages exists; or CDN mirroring is broken), but the pkg_summary.*
   file is complete.

2. Packages exist, but, pkg_summary.* files are broken.

The pkg_summary.* files are still yoyoing between broken (with a 20-Jul-2026 date)
and correct (regenerated ~19:40 UTC every day).
