panic: kernel diagnostic assertion "kpreempt_disabled()" failed: file "/build/src/sys/arch/x86/x86/pmap.c", line 2431

This is an amd64 system running a 9.99.81 kernel and Xen 4.13.2nb2.

Is it worth a PR?
