What is the current status of the entropy bug in NetBSD-current, which prevents building and installing some packages in pkgsrc?

Would this bug also prevent updating the base system from source (black hole)?

Would this bug affect building software outside pkgsrc, either for NetBSD or cross-compiling for Linux?

I am on the affected NetBSD 9.99.82, don't want to waste time upgrading if it won't improve the situation.
