The point is that the fix was incomplete (and only worked on i386),
Christos later extended it a lot and there were various more or less
related fixes needed all over the tree, which in the end made this
whole thing too intrusive for pullup.

And as you see in the case at hand, there are issues popping up	still
in current. So releng concluded this would be best left for riping
in -current and then go fully supported into netbsd-8.
