heads up: more quota changes

I'm in the middle right now of committing the 56-part(*) VFS-level
quota cleanup; while any intermediate version is supposed to be fully
workable, the 57th and last commit will be a kernel version bump; if
you're using modules that's required, and even if not you may want to
hold off on updating for the next few minutes.

(in case anyone was wondering, yes this was approved by releng)
