build failure with ntpq.8

Updating last night, a build with no preexisting obj/tools failed due to
permissions on man pages. I suspect this is because the shell
invocations assume the source tree is rw; my files are 444 due to
CVSREAD=t.

#     build  ntpq/ntpq.8
/usr/obj/gdt-current/tools/bin/nbsed -e "s,NTPQ 1,NTPQ 8,"
/usr/ANONCVS/NetBSD-current/src/external/bsd/ntp/dist/ntpq/ntpq.1 >

/bin/sh: ntpq.8: Permission denied
