I am seeing the same on a Sony Vaio SZ (VGN-SZ75SN/B)

Jared's acpi patch doesn't work for me either.

On the assuption that it is some piece of hardware that is blocking
the shutdown, I am appending a dmesg from this system (running a rather
otder kernel than current) - perhaps you can find sme things in common
with your Dell wich may perhaps narrow the search.   About the only thing
I know isn't relevant is he USB mouse, as it fails to power down when that
isn't there, as well as when it is.
