I cannot reproduce that with:

% env TERM=xterm LC_ALL=fr_FR.ISO8859-15 vi vi_crasher.txt 

with local (linux) xterm -> ssh netbsd-host -> vi

NetBSD 8.2_STABLE (GENERIC), amd64,  #3: Sat May  2 15:05:24 CEST 2020

/usr/bin/vi,
:ve yields:  Version (1.81.6-2013-11-20nb4)
and ts=8
