I think the idea is that you can run getty, or a fax receiver on the dty, and
not have to muck around hupping init to run ppp outgoing..  IE: it separates
incoming and outgoing connections in /etc/ttys, so you can have both configured
at once.  This should probably be documented if it isn't.
