Subject: calling rpcgen

I was looking at a build failure today.. and in the makefile:
src/usr.sbin/rpc.bootparamd/Makefile

I see:

        rpcgen -C -L -m -o ${.TARGET} bootparam_prot.x

Which strikes me as potentially being a problem at some point.. if anyone were
to ever add a feature, or slightly change rpcgen in a way that you needed a new
version to build the correct code. Perhaps we should change instances like
this to ${RPCGEN} to facilitate cross-building better?
