If we update grafana to the latest version, it will stop building on
NetBSD 9 & 10.

It's an infrastructure problem and I don't have a different solution
than using the latest (b)make and the patch Jonathan posted.

So I guess the solution is that pkgsrc users on NetBSD 9 and 10 will
need to pkgsrc/bootstrap to install a newer bmake (or replace it
manually).

Other ideas?
