2023Q3 freeze

Apparently I don't know what day it is, but the freeze for 2023Q3 has
started.  We'll follow "gdt's rules" in
https://www.pkgsrc.org/quarterly/.

I'd like to emphasize "For any other updates (especially under mk or
pkgtools), please ask, explaining why the update furthers pkgsrc's goals
of stabilty and usefulness for users."  This really doesn't mean "no",
but it does mean explain (to tech-pkg if there is no good reason to keep
it secret) what the change is, what it fixes, and why it won't cause
problems even on platforms you can't test on.  People on minority
platforms have a hard time, and getting broken in freeze means they
can't get things fixed in time.

Please kick off builds for testing, and fix things!
