[REPLACEUR] I don't understand why this is about tools. Is this just about changing a #! line from upstream that refers to "/usr/bin/env R" or something, to be the proper path to pkgsrc R? Or is this about using R at build time? It would seem that this should be exactly parallel to REPLACE_PERL (and others, but that seems like one of the older examples that fits).
