That is, make it easier for developers, and break users' setups?
Doesn't sound like the right way to go to me.

While LOCALBASE is perhaps not a great name, PREFIX is worse.
Its only advantage is that it is shorter.   Prefix of what?
If you know what it is intended to be, fine, if you don't, its
name is of zero help.   LOCALBASE is at least sightly suggestive
as to a purpose.

I think I'd leave well enough alone, but improve the developer doc
so that the issues are better understood.
