wip/gnome-desktop3: Request for import / comments

This is a request for importing wip/gnome-desktop3. The wip package is 
an update to the latest
upstream version of x11/gnome-desktop3.
Contains patches replacing use of `uselocale()`, which is not available 
on NetBSD.

Any suggestions for improvement here? I'm not experienced with C programming.
Tested on NetBSD 9.0 amd64 and NetBSD current aarch64.
