The software was released 14 years ago and wae never updated since that
time. Odds are scarce that the person that made the decision is still
there. I had a look at other opensource software from the same
institution, and there is no license policy: A random sample yields MIT,
2-clause BSD, 3-clause BSD, or no license at all.
