Uh... what? So all the packages that set BUILDLINK_API_DEPENDS but
don't have a builtin.mk are whistling in the dark? I don't think so.

I mean, I'm happy to admit that I still, after some years working with
this stuff, don't fully understand the intended semantics of
BUILDLINK_API_DEPENDS and BUILDLINK_ABI_DEPENDS... but I'm pretty sure
what you state is not in fact true.
