I wonder if this is really the right thing, and if you're sure that gettext-lib doesn't use pkg-config. It seems that something like pkg-config should be built disabling all sorts of things like gettext, so that it has minimal dependencies (and humans almost never use it anyway, so i18n seems more likely to mess up scripts than be helpful).
