As the one who introduced HACKS because there was no other central place
to keep that information accessible: where?
Besides, it's not only for pkgsrc. In fact, I introduced it for non-pkgsrc
reasons back them, so this should ... wait, are you writing specifically
about pkgsrc/doc/HACKS?
