I'm getting a leftover locale.alias file:

/scratch/devel/doc++/work/.destdir/usr/pkg/share/locale/locale.alias
*** Error code 1
That's not supposed to be installed.
I am guessing that something needed to be reconfigured so that it doesn't get
generated.
Has anybody seen this before?
How do I fix this?
Not 100% sure, but I feel it should be treated same as charset.alias,
i.e. add it to CHECK_FILES_SKIP in mk/check/check-files.mk.
