I think we are talking past each other.
What I mean is that I get the message

You may want to abort the process now with CTRL-C and change their value
before continuing.  Be sure to run `/usr/bin/make clean' after
the changes.

and while it will make sense for the user of the tsm package to set
TSM_RELEASE, TSM_VERSION or even TSM_LEVEL, it doesn't make sense
to set RPMFILES.
