RPMFILES and BUILD_DEFS

mk/emulators/pkg_rpm.mk adds RPMFILES (and RPMIGNOREPATH, if defined)
to BUILD_DEFS. However, these variables don't strike me as being
user-configurable. What's the rationale for it, then?
