The former is fine, as in my understanding the user won't ever edit them, so 
the CONF_FILES special handling shouldn't be necessary.

I agree with Julio though that CONF_FILES that weren't changed are usually 
removed automatically. Please give more details if you have a case where this 
didn't happen.
