They are set correctly, but *after* the barrier!
As I have PREFER_PKGSRC=yes in my mk.conf:
$ make show-vars VARNAMES='SSLBASE SSLCERTS'
/usr/pkg/etc/openssl/certs
$ make _PKGSRC_BARRIER=yes show-vars VARNAMES='SSLBASE SSLCERTS'
/usr/pkg
/usr/pkg/etc/openssl/certs
--
