Great, thanks, that's relatively new, right? I set it, and it worked
fine, that should help my automated distfile updates stop hanging. And
it worked fine here too...
This is what happened just now, details (actual stall points) differ,
but this is also what happened when I tried it earlier (not long before
the request to put the distfile on f.n.o) and again much earlier in
the day (or maybe the previous day) when my automated script noticed
the upgrade and tried the fetch.

The first two (from xmlsoft.org) chug along at a nice consistent 40 KiB/s
(approx) reach the stall point, and simply hang (last time I tried it it did
the http version first, then the ftp). That f.n.o is reached
over v6 is irrelevant (nice, but not material here) no other distfiles
have this kind of problem (not this consistently) and there are plenty
of others much bigger, most of which come from v4 only sites.
Debugging the transfer hang isn't worth the effort now though, previous
versions of the libxml2 distfile(s) didn't have this problem either.
