Ok, I didn't get this implicit part.
For me, b) then follows automatically.

As for a) I think that's an easy one since... see eol-packages:
Package: mysql (5.0.x)
eol date: December 31, 2009
Description: Upgrade to a newer version.

So "YES" to both.
