MASTER_SITE_TEX_CTAN ?

Trying to install teTeX-texmfsrc-3.0 so I can get ngerman.sty. But it 
appears that the

MASTER_SITES=   ${MASTER_SITE_TEX_CTAN:=systems/unix/teTeX/3.0/distrib/}

does not exist. I don't see any "teTeX" directory under systems/unix.

Where are these old files located? Or should I not be using them? (I am 
not using the NetBSD mirror since NetBSD DNS is currently broken.)
