Configuration directory for OpenSSL

Hi,

currently, on NetBSD, the PKG_SYSCONFDIR for security/openssl is set to 
/etc/openssl. I'd like to change that, so that the default is within 
$LOCALBASE again.

If that leads to problems, I would like to change it at least for 
unprivileged mode.

The special handling has been introduced in Makefile 1.53, for those who 
are interested in history.

May I change it?
