I had a similar issue some months ago, and it turned out that the "slow"
condition was caused by a switch that didn't handle flow-control very
well.  I didn't get into the details, but the problem occurred when I
had both 100M and 1000M/1G devices plugged in.

Changing the switch fixed the problem.

(That's what I got for trying to use the least-expensive swith I could
fine.  You gets what you pays for.)
