RFC 3390 in netbsd



Hi,

I came across this diff which is quite old but appears to be close to RFC 3390.

From RFC 3390:

   The upper bound for the initial window is given more precisely in
   (1):

         min (4*MSS, max (2*MSS, 4380 bytes))
