netiso option TPCONS

Hi,

I was reminded recently, when I was looking in netiso some time ago I
noticed that the TPCONS option had been marked obsolete early in 2007
("depended on x25") but the code was not completely removed, and this code
is bitrotting and makes other changes less easy.

Are there any objections to my removing the remaining TPCONS code?

the file <netiso/cons_pcb.h> would no longer be needed though it is
exported to userland and included by netstat/iso.c (which builds fine
without it). Any objections to obsoleting that at the same time?
