Yes, boot -sa and use /rescue/init as init, /rescue/sh as shell, and /rescue/mv
to fix your filesystem.

You can also download a install CD image from the daily builds from
nyftp.netbsd.org and select "Upgrade an existing NetBSD installation" in
the main installer menu.
