I took the pass-some-flag approach for now but I don't really like it.

Maybe rasops can do minimal configuration early and complete at driver attach
time?

It needs to know that it's doing a minimal attach if there is no way for itself to know wether it can do the real thing ( which leads us back to pass-some-flag )
