Be able to run a netbsd-4 or netbsd-3 userland on a netbsd-5 kernel.

Which is very useful when doing things like building packages in a chroot for installation to another machine. I do just that as I have a production machine runninng netbsd-4, but my build machine is running netbsd-current, and up until now I couldn't use an unmodified netbsd-4 chroot image.
