I don't think the question is whether to _use_ lua or not, as XML is just a standardised (I use that loosely) data interchange format. And as for the XML I think all processing will be done by the installer from what I've read, so available tools to a user for processing shouldn't be a concern?

Is a platform/language(maybe) independent data interchange format with maintenance overhead required for an OS specific installer?

To me it seems it's about the right tool for the job. Quick, compact, easy to use, low maintenance and clean. I'm not a fan for anything in particular but XML definitely doesn't seem right for such a specific task.
