Fixes for PR lib/60430 and lib/60431

* Don't leave screen in colour mode after makech, fixes 60430
* Set the background colour to the blank attribute before erase to properly
  get the background erase colour
* Disable dirtying lines when the colour pair changes, this causes
  the screen to get blanked if apps use windows and leave stdscr blank.
  (fixes 60431)
