If multiuser is not set, audiobell can block processes from opening the audio device because
its credentials don't match the credentials of a non-root user at the time the user's process
calls audioopen.  The open fails with EPERM.
Fix this by not checking the credentials if multiuser is not set and bellfile is not NULL.
