Pull up following revision(s) (requested by mrg in ticket #782):

        sys/dev/pci/if_rge.c: revision 1.29

- handle stuck transmitter (descriptor still owned)
- restart send queue after transmit
- count output packets
- use deferred start

Should fix PR 57694
