xf86-input-keyboard: add suppport to get keymap via WSKBDIO_GETMAP ioctl(2).

Tested on NWS-3260 and NWS-3470 with Xorg 1.10 server in netbsd-9.
Worth to pullup to netbsd-10 and netbsd-9.
